HAVELSAN has signed a Memorandum of Understanding (MoU) with one of Turkey’s leading private shipyards, CEMRE, initiating a strategic collaboration covering the design, development, prototyping, production, and marketing of Hybrid and Submersible Autonomous Unmanned Surface Vehicles.

The CAKA Hybrid Unmanned Surface Vehicle (H-USV) offers a versatile solution against modern maritime security threats with its unique hybrid structure that allows it to operate on the surface and submerge when needed. Featuring low observability, silent operation, and sub-surface capability, the platform is powered by HAVELSAN’s expertise in autonomy, network-enabled capabilities, and unmanned systems technologies.

HAVELSAN is proud to take another step forward in its high-speed Kamikaze USV (KUSV) concept—originally introduced as a prototype during IDEF 2023—and to establish a significant partnership aligned with this vision.

Bridging Technology and Industrial Capability
CEMRE Shipyard has gained international recognition, particularly in the European market, for its zero-emission and methanol-powered custom-built commercial vessels. In June 2025, the shipyard obtained its Military Shipbuilding Certification, officially entering the defense sector. This agreement marks CEMRE’s first move into the field of unmanned military maritime platforms.

Scope and Objectives of the Agreement
The signed MoU is titled “Cooperation Protocol on the Design, Development, Production, and Marketing of Hybrid and Submersible Autonomous Unmanned Surface Vehicles.” The partnership will initially focus on delivering a production-ready version of the ÇAKA H-USV, with plans to explore different configurations and variants in subsequent phases.

This collaboration not only reaffirms HAVELSAN’s depth of expertise in autonomous systems and unmanned naval technologies but also represents a determined step toward bringing those capabilities into operational use.
