Rockwell Collins Successfully Deploys ARINC Border Management Solution in Vietnam
- A first for Vietnam, the solution enables pre-screening of passengers and crew for better security
- Solution is delivering a 90% improvement in passenger processing times
Rockwell Collins’ ARINC Border Management solution, recently implemented at all international airports in North and South Vietnam, is delivering notable results for the country. Pre-clearance of passenger information has resulted in a 90 percent improvement in passenger processing times, and an 80 percent improvement in the quality of the data when compared to the data handled manually.
Under the terms of the contract signed with the Civil Authority of Vietnam early this year, Rockwell Collins ARINC Border Management Solution provides analysis and deciphering of Advance Passenger Information (API) data, system monitoring, troubleshooting and training. The ARINC Border Management solution allows the government and airport authorities in Vietnam to review the passenger information before the aircraft lands, optimizing efficiency and passenger flow, as well as enhancing the overall border security and control.

“In addition to our organization, Vietnam’s airlines have responded positively to the system’s ease of use and the support provided by Rockwell Collins in implementation and troubleshooting,” explained Mr. Nguyen Dinh Dung, the immigration official in charge.
Forty-one airlines are currently reporting through the system.
“We’ve configured the solution for Vietnam to process this data and present it to the airport authorities in a consistent and legible format. These enhanced features provide validation of key aspects of the data that fall within defined ranges and highlight when information is out of the defined parameters,” said Heament John Kurian, managing director, IMS Asia Pacific for Rockwell Collins.
The implementation of the ARINC Border Management solution follows Decree 27, issued by the Government of the Socialist Republic of Vietnam on April 9, 2011, which states that all commercial or private aircraft arriving into Vietnam must submit passenger and crew information to the Vietnamese authorities. On an industry level, organizations such as the International Air Transport Association (IATA), International Civil Aviation Organization (ICAO), and the World Customs Organization (WCO) have developed global standards and guidelines to facilitate passenger data exchange between industry and government.
According to figures from IATA, Vietnam’s passenger traffic grew by 96 percent between 2008 and 2013.
“With the increased passenger traffic into Vietnam and continuous global security threats, it becomes ever more crucial for governments like ours to invest in such technology to strengthen security. The ARINC Border Management solution is dynamic enough that it can be modified and adapted to suit our needs. We benefit from an improved ability to counter threats, ability to focus resources where risk is greatest, and leverage investment made on existing technologies,” said Dinh Dung.
Countries in Asia where the ARINC Border Management solution has been deployed include Korea, Taiwan, Maldives, China, Japan and India.
