Authorities initially said three other people were injured but Gudu stressed that only five people were on board.

The pilot was Ukrainian and the four passengers most likely Moldovan, he added.

"Two K-26 helicopters coming from Moldova's capital Chisinau and heading for Turkey were flying over southeastern Romania," Bogdan Donciu, the head of the aviation monitoring company Romatsa, told Realitatea TV channel.

"One of them crashed near Ostrov, in the Danube Delta," he added.

The second helicopter landed safely close by.

The Soviet-made K-26 are generally used as utility choppers, Donciu said.

The prosecutor's office said it opened an investigation into the crash.
