'Substantial' progress in US-Russia nuclear talks: Lavrov
MOSCOW, Oct 13, 2009 (AFP) - US-Russian negotiations aimed at replacing a key Cold War-era nuclear disarmament treaty by the end of the year have made substantial progress, Russian Foreign Minister Sergei Lavrov said Tuesday."We have made substantial movement forward," Lavrov said at a joint press conference with US Secretary of State Hillary Clinton, referring to talks on replacing the 1991 Strategic Arms Reduction Treaty (START).
